Monitoring and Evaluation
Over the years, Empower Consult has observed that the biggest hindrance to developing and maintaining effective Monitoring and Evaluation (M&E) systems in most projects especially in Uganda is the inadequate institutional capacity in data collection, management and utilization for evidence-based practice by most institutions.
This, therefore, calls for rigorous capacity building in M&E for all projects and this would be more suitably done by a team of professional consultants working together with a vision of building robust M&E systems. This requires a firm or team which understands the local operational conditions or existing challenges, so that by so doing, we create ownership and the local ‘buy-in’ to ensure sustainable systems that can easily be operationalised.
Empower Consult considers M&E as one of the key management tools useful in supporting decision-making processes, which ensure accountability, measure of results and impact of projects and programmes, as well as learning from lessons pertaining to a given programme.
We therefore consider it our duty and responsibility to help and support corporate organizations, NGOs and Government in establishing and streamlining their M&E systems, policies and procedures, that can be useful in assessing and capturing the unique management features of their projects.
We use participatory mechanisms, to the degree possible, in all of consulting services in order to involve stakeholders and beneficiaries in the collective examination and assessment of their Programmes or projects. We often develop tailor-made Program Management Interventions on request to suit the different clients’ program management needs. We also provide localized and wide-scale performance assessments by conducting thematic reviews or broad evaluations, depending on the project/program-level indicators required by the client.
